According to the "Notice of the National Energy Administration on Issuing the Implementation Plan for Photovoltaic Power Generation Construction in 2015" (National Energy New Energy [2015] No. 73), combined with the situation of photovoltaic power generation projects reported by various cities, and through comprehensive convergence and balance, our committee has formulated the 2015 Guangdong Province Photovoltaic power generation construction plan (project table attached), the plan is now issued to you, please carefully organize the implementation of the project. The relevant requirements are notified as follows:
1. liberalize the construction of distributed photovoltaic power generation projects. For distributed photovoltaic power generation projects (including roof distributed and all self-generated ground distributed photovoltaic power generation projects) there is no limit on the scale of construction, the development and reform departments around the project at any time to accept the project for the record, power grid enterprises in a timely manner to handle the grid procedures, the project will be included in the scope of subsidies after completion. For large-scale distributed photovoltaic power generation projects (3 MW and above, see the attached table) that have implemented roof resources under construction or have the conditions for filing and starting construction within the year, the municipal development and reform bureaus (committees) should focus on tracking and coordination to promote The project was completed and put into operation as soon as possible.
2. 2015 the province's photovoltaic power plant construction plan 1.215 million kilowatts. Among them, 315000 kilowatts were carried forward in 2014 and 900000 kilowatts were added in 2015. Our committee will adjust the plan in due course according to the implementation of photovoltaic power station projects in various cities.
3. the same time, the municipal development and reform bureaus (commissions) are requested to strengthen the coordination and supervision of project implementation. Timely filing of qualified projects, actively coordinating and solving problems encountered in the preliminary work and construction process of the project, and promoting the early completion and commissioning of planned projects; timely adjustment of projects that do not have construction conditions.
4., power grid enterprises are requested to implement the supporting power grid construction plan in a timely manner. It is necessary to strengthen the connection between the power grid construction plan and the photovoltaic power generation project construction plan. For the photovoltaic power generation projects listed in the plan, in accordance with the principle of simplifying the process and improving efficiency, timely issue the project connection opinions, and carry out the supporting project construction in time to ensure the project After completion, grid-connected power generation.
5. do a good job of project information submission. Project filing departments at all levels and power grid enterprises shall, as required, regularly submit information on photovoltaic power generation projects to the National Energy Administration and our Commission through the national renewable energy information management system, including information on construction, grid connection and operation. Relevant information will be used as the basic basis for adjusting the project and forming the subsidy catalogue.
